In a small bowl, mix the cream cheese, combine the basil, chives, and chili, add salt only if you prefer.
Lay the salmon slices out on a work surface.
Spread about 2 teaspoons of the cream cheese mixture over the salmon, leaving a 1/2-inch border along the long sides.
Roll up rolls and close with toothpicks.
Place the rolls on a plate and sprinkle lightly with

You can make the cream cheese the day before and store it in the refrigerator in an airtight container. Rolls can be assembled, covered up to 4 hours in advance. Let sit at room temperature for about 15 minutes before serving.
